Bail revoked for theft suspect from Lacey accused of attacking Lewis County Jail staff

A man accused of stealing an ATV in Morton is now facing assault and harassment charges for allegedly attacking Lewis County Jail staff on Tuesday. 

Douglas Wayne Raymond, 35, of Lacey, was arrested and booked into the Lewis County Jail on Dec. 15 for allegedly stealing an ATV from a residential porch in Morton earlier that day. 

He was charged with one count each of theft of a motor vehicle and possession of meth, and had his preliminary hearing in Lewis County Superior Court at 4 p.m. on Dec. 16. Bail was set at $100,000. 

Shortly after that hearing, Raymond allegedly dumped a bottle of cleaning solution on the stairs, took off his shirt and positioned himself at the top of the stairs “in a fighting stance with his fists up,” according to court documents. 

Corrections deputies reportedly heard him say “something to the effect of ‘if somebody’s coming up here, they’re getting a black eye.’” 

Sure enough, Raymond allegedly struck the first of four deputies to make it up the stairs. The deputy said “his vision went out briefly while the other deputies tried to restrain Raymond in handcuffs.” 

Once Raymond was handcuffed, he was carried down the stairs and placed in a holding cell. 

The struggle continued, however, and Raymond allegedly headbutted the same deputy he had previously struck. 

The deputy said “he heard his nose pop and crack when struck, and then it began bleeding shortly thereafter.” 

Medical personnel later confirmed the deputy had sustained a closed fracture of the nose, a contusion to the knee, a sprained wrist and a scalp abrasion, according to court documents. 



The incident was reportedly captured on the jail’s security footage, which reportedly confirmed the deputies’ accounts. 

Raymond allegedly refused to appear in Lewis County Superior Court on Wednesday, Dec. 17, for a preliminary hearing on new assault and harassment charges. 

He reportedly “provided an expletive” when asked his reason for not coming to court, according to court staff. 

A judge ruled Wednesday to revoke Raymond’s $100,000 bail on the theft case, meaning he will stay in custody until that case is resolved. 

His preliminary hearing for the new charges and an arraignment hearing for the theft case were both scheduled for Thursday, Dec. 18. 

The theft case revolved around accusations Raymond had stolen an ATV that belongs to a family member. During his first court appearance on those charges Tuesday, his bail was set at $100,000, causing Raymond to become vocally frustrated as he appeared via a video feed from the jail. 

Raymond has had 38 prior arrest warrants and has three criminal cases pending in other counties in Washington with charges including arson, possession of a stolen vehicle and burglary. 

His criminal history was among the factors that led the judge to set bail at $100,000. 

Raymond said he has been making court appearances in all pending cases and that he is not a flight risk. He said being jailed on the latest charges would make him unable to fulfill the court obligations for the ongoing cases in other jurisdictions. 

“It’s unfair that you guys can just make these decisions … it’s not cool,” he said before being led away from the video feed and back to the jail.
